Following up from the Grit's comment, here in the UK as you are aware we have a National Health Service. The problem is that over the past few years the government has converted these to "trust" that are supposed to control their own finances. In their wisdom the government then decided that the best financial administrators would be the doctors and surgeons themselves.

This led to three problems. Firstly, a shortage of medical staff. Secondly, major budget deficits, which led to ward and service closures and, thirdly it present doctors with a care/cost dilema. 

Even in accident and emergency it can take several hours to be seen, unless you are an ambulance case. Oh and by the way, our free NHS charge for ambulance use. 

The result is an underfunded, poorly managed, ill-equipped apology of a "free for all" NHS. When one looks at the death-rate statistics and hospital super-bugs, it actually is more like a "pot-luck" NHS.

As to socialized shrinks, I'd bet that there won't be enough to go around once the Government takes charge.  I'll ask my partner, the Brit, to drop by and share the situation on this in England.
