		<description>Bill Gertz' story in the Washington Times that says, "...the Russian troops, working with Iraqi intelligence, "almost certainly" removed the high-explosive material that went missing from th Al-Qaqaa facility, south of Baghdad," now appears to be BS. 

That's the last time I take his word for "almost" certainty. Oh yeah, the Times is that "Moonie" paper. 

I truly respect your reverence for the Rev. Moon as a beacon of journalistic light, but excuse me if I look for credible news elsewhere.</description>

That is to say that the label CAN properly apply to these substances in a dry state.
