Bill Gertz’ story in the Washington Times that says, “…the Russian troops, working with Iraqi intelligence, “almost certainly” removed the high-explosive material that went missing from th Al-Qaqaa facility, south of Baghdad,” now appears to be BS.

That’s the last time I take his word for “almost” certainty. Oh yeah, the Times is that “Moonie” paper.

I truly respect your reverence for the Rev. Moon as a beacon of journalistic light, but excuse me if I look for credible news elsewhere.

The National Review article cited at NRO Kerry Spot missed scrolling a little further down the table it references. “1.1D” is also applied to:

“RDX and HMX mixtures, wetted with not less than 15 percent water by mass or RDX and HMX mixtures, desensitized with not less than 10 percent phlegmatizer by mass”

http://www.faqs.org/faqs/sci/chem-faq/part3/section-2.htmlnotes that:

“RDX and HMX are substantially desensitized when mixed with TNT or coating with polymer/elastomer binders.”

More info:

“HMX is used as an explosive charge when desensitized, as a booster charge in mixtures with TNT (octols), and as an oxidizer in solid rocket and gun propellants.”

That is to say that the label CAN properly apply to these substances in a dry state.

The National Review author’s mouse hand must have tuckered out before he got that far, or else maybe he was trying to confuse the issue long enough to run out the clock before Election Day.
